เมื่อวันที่ 28 ธันวาคม 2568 นางสาววารุณี ปั้นกระจ่าง เอกอัครราชทูต ณ กรุงมัสกัต ได้เดินทางเยือนเมืองดูคุม (Duqm) เขตปกครอง Al Wusta สำรวจพื้นที่ การลงทุนของไทย ชุมชนไทย ศักยภาพของเมืองและพบหารือกับผู้บริหารของ
(1) เขตเศรษฐกิจพิเศษเมืองดูคุม (The Special Economic Zone at Duqm - SEZAD) และโครงการพัฒนาเขตอุตสาหกรรมหนัก กลาง เบา ปิโตรเคมี พลังงานสีเขียว การท่องเที่ยว ประมง อสังหาริมทรัพย์ และคลังปิโตรเลียม ซึ่งมีการลงทุนของไทยและที่เกี่ยวกับไทย ได้แก่ การร่วมทุนของบริษัท Gulf Energy Development (GED) ของไทย กับบริษัท OQ รัฐวิสาหกิจน้ำมันของโอมาน ในโครงการผลิตไฟฟ้าและน้ำจืด (Duqm Integrated Power & Water Project - DIPWP) ของบริษัท Marafique และการจดทะเบียนเพื่อลงทุนของบริษัท เมอแรนติ กรีน สตีล (โอมาน) เพื่อผลิตแร่เหล็กด้วยกระบวนการปล่อยคาร์บอนต่ำ (low carbon iron ore) ในโอมาน สำหรับส่งไปไทยเพื่อบริษัท เมอแรนติ กรีน สตีล (ประเทศไทย) ใช้ผลิต green steel สำหรับอุตสาหกรรมรถยนต์และเครื่องใช้ไฟฟ้าที่เป็นมิตรต่อสิ่งแวดล้อม และได้รับทราบเกี่ยวกับศักยภาพของเมืองดูคุมในการพัฒนาอุตสาหกรรมกรีนไฮโดรเจน เนื่องจากอุดมไปด้วยทรัพยากรทางทะเลและมีสภาพแวดล้อมและอากาศที่เอื้อต่อการผลิตพลังงานสะอาดจากพลังงานลมและแสงอาทิตย์ซึ่งเป็นแหล่งพลังงานหมุนเวียนหลักที่ใช้ในการผลิตกรีนไฮโดรเจน
(2) ท่าเรือน้ำลึกเมืองดูคุม (Duqm port) ซึ่งมีที่ตั้งเชิงยุทธศาสตร์อยู่นอกอ่าวเปอร์เซียสามารถเป็นเส้นทางขนส่งลำเลียงน้ำมันและสินค้าไปยังทวีปเอเชีย แอฟริกา และยุโรปในเวลาที่สั้นลง โดย Duqm port มีความร่วมมือในลักษะร่วมทุนกับท่าเรือ Antwerp และ บริษัท DEME concessions ของประเทศเบลเยียมในสัดส่วนร้อยละ 50
(3) อู่ซ่อมบำรุงเรือที่สามารถสูบน้ำออก (dry dock) ของบริษัท Asyad ซึ่งเริ่มต้นจากการพัฒนาร่วมกับเกาหลีใต้จนปัจจุบันโอมานผู้ถือหุ้นทั้งหมดและบริหารด้วยตนเอง มีศักยภาพรองรับการซ่อมบำรุงเรือทุกประเภท
(4) โรงกลั่นน้ำมันของบริษัท OQ8 (Duqm refinery) ซึ่งเป็นการร่วมทุนระหว่างโอมานและคูเวต
(5) โรงผลิตไฟฟ้าและน้ำจืด (Duqm Integrated Power & Water Project - DIPWP) ที่บริษัทไทยร่วมลงทุนดังระบุข้างต้น เพื่อป้อนไฟฟ้าและน้ำจืดแก่โรงกลั่นน้ำมัน คลังปิโตรเลียมและเขตเศรษฐกิจพิเศษเมืองดูคุม
เอกอัครราชทูตได้หารือกับผู้บริหารของฝ่ายต่างๆ ข้างต้นเพื่อขยายความร่วมมือไทย-โอมาน แจ้งการนำคณะนักธุรกิจไทยเยือนโอมานกลุ่ม wellness กลุ่มผลิตภัณฑ์ฮาลาลที่เป็นมิตรกับสิ่งแวดล้อม อาทิ อาหาร ผลิตภัณฑ์สุขภาพ เครื่องสำอางค์ เทคโนโลยีและนวัตกรรม อาทิ data farm, immersive play ground สิ่งทอด้วยนวัตกรรมผสมคอลลาเจนและป้องกันรังสี UV ธีมพาร์ค และการท่องเที่ยว เพื่อเข้าพบหารือกับสภาหอการค้าโอมานและภาคธุรกิจโอมานวันที่ 14 มกราคม 2569 และจัดแสดงในเทศกาลไทยในโอมานระหว่างวันที่ 15 - 17 มกราคม 2569 และการนำคณะนักธุรกิจจากสภาหอการค้าแห่งประเทศไทยเยือนโอมานปลายเดือนมีนาคม 2569 เอกอัครราชทูตฯ ได้เชิญผู้แทนฝ่ายต่างๆ ของเมืองดูคุมเข้าร่วมการสัมมนาทางไกลที่สถานเอกอัครราชทูตจะร่วมกับสภาหอการค้าแห่งประเทศไทยจะจัดขึ้นในวันที่ 4 กุมภาพันธ์ 2569 เพื่อขยายความร่วมมือและหารือการเยือนโอมาน
ในการเยือนเมืองดูคุมครั้งนี้ เอกอัครราชทูตฯ ได้พบปะเยี่ยมเยียนและหารือกับวิศวกรและช่างเทคนิคชาวไทยของบริษัท Gulf Energy ที่ปฏิบัติงานอยู่ในโรงผลิตไฟฟ้าและน้ำจืดของบริษัท Marafique รวมถึงชุมชนชาวไทยที่อาศัยอยู่ในเมืองดูคุม อาทิ พนักงานสปาชาวไทยในโรงแรม Crowne Plaza และ โรงแรม Royal Plaza ด้วย โดยได้หารือเตรียมการอพยพกรณีเกิดเหตุฉุกเฉินด้วย
On 28 December 2025, H.E. Ms. Warunee PAN-KRAJANG, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Thailand to the Sultanate of Oman, visited Duqm, Al Wusta Governorate, to explore Duqm’s economic potential and visit Thai investment and Thai community in Duqm. The Ambassador visited and held discussions with the following authorities:
(1) The Special Economic Zone at Duqm (SEZAD) and its projects for the development of heavy, medium, and light industries, petrochemicals, green energy, tourism, fisheries, real estate, and petroleum storage, which include Thai investment and investment related to Thailand : the joint venture between Thailand’s Gulf Energy Development (GED) and Oman’s state-owned oil company OQ in the Duqm Integrated Power & Water Project (DIPWP) operated by Marafique; and the investment registration of Meranti Green Steel (Oman) in SEZAD to produce low-carbon iron ore in Oman for export to Thailand, for Meranti Green Steel (Thailand)'s use in manufacturing green steel for environmentally friendly automotive and electrical appliance industries. Also highlighted during the discussions was Duqm’s high potential for the development of the green hydrogen industry, as it has favorable environmental and climatic conditions for clean energy production from wind and solar power which are the main renewable energy sources used for green hydrogen production.
(2) Duqm Port, a deep-sea port strategically located outside the Persian Gulf, can serve as a route for transporting oil and goods to Asia, Africa, and Europe in shorter timeframes. Duqm Port operates under a 50 percent joint venture cooperation with the Port of Antwerp and DEME Concessions of Belgium.
(3) The dry dock ship repair facility operated by ASYAD, which initially was developed in cooperation with Korea and is now wholly owned and managed by Oman. The facility has the capacity to service and repair all types of vessels.
(4) The Duqm Refinery, operated by OQ8, a joint venture between Oman and Kuwait.
(5) The Duqm Integrated Power & Water Project (DIPWP), in which Thai companies have invested as mentioned above, supplying electricity and desalinated water to the refinery, petroleum storage facilities, and the Special Economic Zone at Duqm.
The Ambassador held discussions with executives of the above-mentions agencies in Duqm to expand Thailand–Oman cooperation, informing them of the upcoming visits of Thai business delegations to Oman, including a delegation from the wellness sector and green halal products invcluding halal food, halal health products, halal cosmetics, as well as technology and innovation sectors: data farms, immersive playgrounds, innovative textiles with collagen and UV protection, theme parks, and tourism, scheduled to meet with OCCI on 14 January and showcase at Thai Festival in Oman during 15–17 January 2026; and a delegation of Thai Chamber of Commerce to visit Oman in late March 2026. The Ambassador also invited representatives from various economic authorities in Duqm to participate in an online seminar to be jointly organized by the Royal Thai Embassy and the Thai Chamber of Commerce on 4 February 2026, aimed at further expanding economic cooperation between Thailand and Oman and the visit to Oman of Thai Chamber of Commerce's delegation in March.
During this trip, the Ambassador also met and discussed with Thai engineers and technicians of Gulf Energy Development working at the Marafique power and water plant, as well as members of the Thai community in Duqm, including Thai spa staffs at the Crowne Plaza Hotel and Royal Plaza Hotel. Their discussions also covered preparation for evacuation of Thai nationals in the event of emergencies.
