แถลงการณ์ประณามการโจมตีเป้าหมายพลเรือน

เมื่อวันที่ 24 กรกฎาคม 2568 เวลา 08.20 น. กองกำลังกัมพูชาได้เปิดฉากยิงใส่ฐานทัพทหารไทยที่ปราสาทตาเมือนธม จังหวัดสุรินทร์ ทำให้ทหารไทยได้รับบาดเจ็บทันทีจำนวนสองนาย หลังจากนั้นไม่นานทหารกัมพูชาได้เปิดฉากโจมตีอย่างไม่เลือกเป้าหมายในดินแดนไทยใน 4 จังหวัด ได้แก่ บุรีรัมย์ สุรินทร์ ศรีสะเกษ และอุบลราชธานี

เมื่อเวลาประมาณ 11.54 น. ของวันเดียวกัน โรงพยาบาลพนมดงรักเฉลิมพระเกียรติ 80 พรรษา จังหวัดสุรินทร์ ถูกโจมตีด้วยการยิงปืนใหญ่ของฝ่ายกัมพูชา การกระทำที่รุนแรง ไม่เลือกเป้าหมาย และละเมิดกฎหมายต่อพลเรือนไทยเหล่านี้ ส่งผลให้เกิดความเสียหายอย่างร้ายแรงและนำไปสู่การสูญเสียชีวิตของพลเรือนผู้บริสุทธิ์อย่างน่าเศร้าใจ ซึ่งรวมถึงสตรีและเด็ก สถานที่ของพลเรือน โดยเฉพาะโรงพยาบาลและโรงเรียน ก็ได้รับความเสียหายอย่างมากเช่นกัน ทั้งนี้ ณ เวลา 14.00 น. ของวันที่ 25 กรกฎาคม 2568 การโจมตีดังกล่าวส่งผลให้มีผู้เสียชีวิตที่เป็นพลเรือน 13 ราย และบาดเจ็บ 46 ราย

ยิ่งไปกว่านั้น การโจมตีบุคคลพลเรือน สถานที่ของพลเรือน และสิ่งอำนวยความสะดวกสาธารณะอย่างไม่เลือกเป้าหมายของกัมพูชา โดยเฉพาะอย่างยิ่งสถานพยาบาล ถือเป็นการละเมิดอนุสัญญาเจนีวา ค.ศ. 1949 อย่างชัดเจนและร้ายแรง ทั้งยังเป็นการละเมิดข้อ 19 ของอนุสัญญาเจนีวาฉบับที่หนึ่ง (การคุ้มครองหน่วยแพทย์และสถานพยาบาล) และข้อ 18 ของอนุสัญญาเจนีวาฉบับที่สี่ (การคุ้มครองโรงพยาบาลฝ่ายพลเรือน) ประเทศไทยขอประณามอย่างรุนแรงต่อการกระทำอันไร้มนุษยธรรมเช่นนี้ ซึ่งขัดต่อพันธกรณีภายใต้อนุสัญญาเจนีวาอย่างชัดเจน

รัฐบาลไทยได้มีหนังสือถึงประธานคณะกรรมการกาชาดระหว่างประเทศ (ICRC) เพื่อแสดงการประณามอย่างรุนแรงต่อการละเมิดกฎหมายมนุษยธรรมระหว่างประเทศอย่างร้ายแรงเหล่านี้ เป็นลายลักษณ์อักษรด้วยแล้ว

On 24 July 2025, at 08:20 hrs., Cambodian soldiers opened fire on a Thai military base at Ta Muen Thom Temple in Surin Province of Thailand, resulting in the immediate injury of two Thai soldiers. Shortly after, Cambodian troops launched indiscriminate attacks on Thai territory across four provinces of Buriram, Surin, Si Sa Ket and Ubon Ratchathani.

At approximately 11:54 hrs. on the same day, Phanom Dong Rak Hospital in Surin Province was struck by Cambodian artillery fire. These aggressive, indiscriminate and unlawful acts against Thai civilians have caused serious harm and led to the tragic loss of innocent civilian lives, including women and children. Civilian infrastructure, including a hospital and a school, also sustained significant damages. As of 25 July 2025 at 14:00 hrs., the attacks had resulted in 13 deaths and 46 injuries of civilians.

Furthermore, Cambodia’s indiscriminate attacks against civilians, civilian infrastructure, and public facilities, particularly medical establishments constitute clear and serious violations of the 1949 Geneva Conventions. These include, among others, Article 19 of the First Geneva Convention (protection of medical units and establishments) and Article 18 of the Fourth Geneva Convention (protection of civilian hospitals). Thailand strongly condemns these inhumane acts, which are in blatant contradiction to the obligations under the aforementioned Geneva Conventions.

Thailand has sent a letter to the President of the International Committee of the Red Cross, to place on record our strong condemnation of these egregious violations of international humanitarian law.
