Statement on the Special ASEAN Foreign Ministers’ Meeting (Special AMM) 22 December 2025, Kuala Lumpur, Malaysia

Following the participation of H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs of Thailand, in the Special ASEAN Foreign Ministers’ Meeting on the situation between Thailand and Cambodia on 22 December 2025 in Kuala Lumpur, chaired by Dato’ Seri Utama Haji Mohamad bin Haji Hasan, Minister of Foreign Affairs of Malaysia, in his capacity as ASEAN Chair;

1. Thailand expresses its appreciation to Malaysia, in its capacity as ASEAN Chair, for hosting this Special ASEAN Foreign Ministers’ Meeting, in which Thailand has demonstrated its readiness to participate from the outset, recognizing that ASEAN can play a constructive role in this matter on the basis of facts. Thailand also thanks ASEAN Member States for their goodwill, constructive engagement, and strong desire for Thailand and Cambodia to return to dialogue, including through bilateral mechanisms, and to take steps toward the cessation of all forms of hostilities.

2. Thailand took this opportunity to reaffirm its strong commitment to achieving peace that is genuine, sustainable, and grounded in concrete actions. Thailand has exercised utmost restraint, but repeated breaches of the Joint Declaration — including landmine incidents that continue to cause casualties and endanger civilians and soldiers — cannot be ignored. Most recently, yesterday (21 December 2025), a Thai soldier became the eighth casualty to lose a leg as the result of newly planted landmines by the Cambodian side.

3. Thailand provided ASEAN Member States with the facts on the ground and Thailand’s respective position, in particular the three key conditions necessary for discussions on de-escalation leading toward peace: (1) Cambodia must be the party to declare a ceasefire first; (2) the ceasefire by Cambodia must be genuine and sustained, with verification by the military based on actual conditions on the ground; and (3) Cambodia must demonstrate sincerity in cooperating with Thailand on humanitarian demining.

4. The Meeting welcomed the discussions on the resumption of the ceasefire and cessation of hostilities. The General Border Committee (GBC) will be convened on 24 December 2025 for the militaries of both sides to discuss implementation, related steps and verification of the ceasefire in detail. This is consistent with Thailand’s position, which emphasizes that a ceasefire cannot result from a unilateral declaration, but must come with political will, so that discussions leading to a sustainable ceasefire reflect the realities on the ground.

5. The Royal Thai Government stands ready to engage in discussions, with due regard to the national interest, sovereignty, and territorial integrity of Thailand. Thailand continues to desire peace; however, sustainable peace must come with security and safety for the Thai people. Thailand hopes to see Cambodia’s sincerity reflected in concrete actions in pursuit of genuine and lasting peace, not merely peace on paper.

ตามที่เมื่อวันที่ 22 ธันวาคม 2568 นายสีหศักดิ์ พวงเกตุแก้ว รัฐมนตรีว่าการกระทรวงการต่างประเทศได้เข้าร่วมการประชุมรัฐมนตรีต่างประเทศอาเซียน สมัยพิเศษ ว่าด้วยสถานการณ์ไทย-กัมพูชา ที่กรุงกัวลาลัมเปอร์ โดยมี ดาโตะ เซอรี อูตามา ฮาจี โมฮามัด บิน ฮาจี ฮาซัน รัฐมนตรีว่าการกระทรวงการต่างประเทศมาเลเซีย ในฐานะประธานอาเซียน เป็นประธาน นั้น

1. ไทยขอขอบคุณมาเลเซียในฐานะประธานอาเซียน ที่เป็นเจ้าภาพจัดการประชุมรัฐมนตรีต่างประเทศอาเซียนสมัยพิเศษครั้งนี้ ซึ่งไทยได้แสดงความพร้อมที่จะเข้าร่วมตั้งแต่ต้น ด้วยเห็นว่า อาเซียนจะสามารถมีบทบาทที่สร้างสรรค์ในเรื่องนี้บนพื้นฐานของข้อเท็จจริง รวมถึงขอขอบคุณความปรารถนาดีของประเทศสมาชิกอาเซียนที่ร่วมหารืออย่างสร้างสรรค์ และแสดงความประสงค์อย่างแรงกล้าให้ไทยและกัมพูชากลับสู่กระบวนการเจรจา รวมถึงผ่านกลไกทวิภาคี และดำเนินการเพื่อนำไปสู่การยุติการสู้รบทุกรูปแบบ

2. ไทยได้ใช้โอกาสนี้ ยืนยันความมุ่งมั่นของไทยในการบรรลุสันติภาพที่แท้จริง ยั่งยืน และตั้งอยู่บนการดำเนินการที่เป็นรูปธรรม ที่ผ่านมา ไทยได้ใช้ความอดกลั้นอย่างถึงที่สุด แต่ไทยไม่อาจเพิกเฉยต่อการละเมิดข้อตกลงในแถลงการณ์ร่วมระหว่างไทยกับกัมพูชาที่เกิดขึ้นซ้ำแล้วซ้ำเล่าได้ รวมถึงการวางทุ่นระเบิด ซึ่งยังก่อให้เกิดความสูญเสียและเป็นภัยต่อพลเรือนและทหารอย่างต่อเนื่อง ซึ่งเหตุการณ์ล่าสุดเมื่อวานนี้ (21 ธันวาคม 2568) ที่ทหารไทยสูญเสียขา เป็นครั้งที่ 8 จากการลอบวางทุ่นระเบิดใหม่ของฝ่ายกัมพูชา

3. ไทยได้ชี้แจงให้ประเทศสมาชิกอาเซียนทราบถึงข้อเท็จจริงของเหตุการณ์ที่เกิดขึ้นและแจ้งจุดยืนของไทย โดยเฉพาะเงื่อนไขสำคัญ 3 ประการที่จะนำไปสู่การหารือเพื่อลดระดับความตึงเครียดที่จะนำไปสู่สันติภาพ ได้แก่ (1) กัมพูชาจะต้องเป็นฝ่ายประกาศหยุดยิงก่อน (2) การหยุดยิงของฝ่ายกัมพูชาจะต้องเกิดขึ้นจริงและต่อเนื่อง โดยจะต้องมีการตรวจสอบโดยฝ่ายทหารตามความเป็นจริงในพื้นที่ และ (3) ฝ่ายกัมพูชาจะต้องร่วมมือเก็บกู้ทุ่นระเบิดกับฝ่ายไทยอย่างจริงจัง

4. ที่ประชุมฯ ยินดีที่ทั้งสองฝ่ายจะหารือเพื่อนำไปสู่การกลับมาหยุดยิงและการยุติการเป็นปรปักษ์ โดยจะมีการประชุมคณะกรรมการชายแดนทั่วไป (General Border Committee: GBC) ในวันที่ 24 ธันวาคม 2568 เพื่อหารือเกี่ยวกับการดำเนินการ ขั้นตอน และการตรวจสอบการหยุดยิงในรายละเอียดต่อไป ทั้งนี้ สอดคล้องกับท่าทีของฝ่ายไทย ที่ย้ำว่า การหยุดยิงไม่สามารถเกิดขึ้นจากการประกาศฝ่ายเดียว ต้องเกิดจากเจตนารมณ์ที่แน่วแน่ เพื่อให้การหารือที่จะนำไปสู่การหยุดยิง สะท้อนความเป็นจริงในพื้นที่และมีความยั่งยืน

5. รัฐบาลไทยพร้อมที่จะหารือบนพื้นฐานของผลประโยชน์ อธิปไตยและบูรณภาพแห่งดินแดนของชาติเป็นสำคัญ ไทยยังคงปรารถนาสันติภาพ แต่สันติภาพที่ยั่งยืนจะต้องมาพร้อมกับความมั่นคงและความปลอดภัยของประชาชนไทย ซึ่งฝ่ายไทยหวังที่จะเห็นความจริงใจของกัมพูชาที่สะท้อนผ่านการปฏิบัติที่เป็นรูปธรรม เพื่อสันติภาพที่แท้จริง ไม่ใช่เพียงสันติภาพที่อยู่บนกระดาษเท่านั้น
