On 1 August 2025, Vice Minister for Foreign Affairs H.E. Mr. Russ Jalichandra, MFA spokesperson Mr. Nikorndej Balankura, and Deputy Chief of Staff of the Royal Thai Army Lieutenant General Arnuparp Sirimonthon, led the delegation of Diplomatic Corps from 11 countries, Defence Attachés from 23 countries, and 23 international media agencies to Ubon Ratchathani and Si Sa Ket provinces to observe civilian areas affected by the indiscriminate attacks by Cambodian forces - an inhumane act and a serious violation of international humanitarian law and international human rights law.

 

The delegation received a briefing at Fort Sunpasitthiprasong, Ubon Ratchathani province, clarifying facts of the incidents, impact on civilians from the attacks initiated by Cambodia, Cambodia’s violation of ceasefire agreement, and continuous disinformation campaigns by Cambodia. This provided a better understanding to the representatives from foreign governments as well as foreign media and emphasized Thailand’s commitment to international principles and international law, particularly international humanitarian law.

 

The visit started by observing

- the convenience store at a gas station in Kantharalak District, Si Sa Ket Province, which was attacked on the morning of 24 July 2025 with BM-21 rockets launched by Cambodian forces, resulting in the deaths of 8 civilians and injuring 15 others. Among the victims were a mother and her 8-year-old child, which was a tragic loss of targets on civilian infrastructure. The delegation also learned of the ongoing danger posed by unexploded ordnance in the area, which continues to threaten both the physical safety and mental well-being of the local population.

 

- Ban Sam Meng Sub-district Health Promoting Hospital, in Kantharalak district, Si Sa Ket province, which suffered severe damage from BM-21 rocket attacks by Cambodian forces on 26 July 2025. The delegation witnessed the extensive damage caused by Cambodia’s indiscriminate attacks, which constitute clear and serious violations of the 1949 Geneva Conventions, especially Article 19 of the First Geneva Convention (protection of medical units and establishments) and Article 18 of the Fourth Geneva Convention (protection of civilian hospitals), and met with hospital staff, local authorities, and affected residents.

 

เมื่อวันที่ 1 สิงหาคม 2568 นายรัศม์ ชาลีจันทร์ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ และนายนิกรเดช พลางกูร อธิบดีกรมสารนิเทศและโฆษกกระทรวงฯ ร่วมกับพลโท อานุภาพ ศิริมณฑล รองเสนาธิการทหารบก นำคณะทูต 11 ประเทศ และ ผู้ช่วยทูตฝ่ายทหาร 23 ประเทศ รวมถึงสื่อมวลชนต่างประเทศ 23 สำนัก ลงพื้นที่ จังหวัดอุบลราชธานีและศรีสะเกษ เพื่อสังเกตการณ์ในพื้นที่ที่ประชาชนได้รับผลกระทบจากการโจมตีเป้าหมายพลเรือนโดยกองกำลังของกัมพูชา ซึ่งถือเป็นการกระทำที่ไร้มนุษยธรรม และขัดต่อกฎหมายมนุษยธรรมระหว่างประเทศและกฎหมายสิทธิมนุษยชนระหว่างประเทศอย่างร้ายแรง

 

คณะได้รับฟังการบรรยายสรุปที่ค่ายสรรพสิทธิประสงค์ จังหวัดอุบลราชธานี เกี่ยวกับข้อเท็จจริงของเหตุการณ์ตั้งแต่เกิดสถานการณ์ ผลกระทบต่อพลเรือนจากการโจมตีที่ฝ่ายกัมพูชาเป็นฝ่ายเริ่ม การละเมิดข้อตกลงหยุดยิงของฝ่ายกัมพูชา และการบิดเบือนข้อมูลข่าวสารอย่างต่อเนื่องโดยฝ่ายกัมพูชา เพื่อสร้างความเข้าใจให้ผู้แทนรัฐบาลประเทศต่าง ๆ และเน้นย้ำท่าทีของไทยที่ยึดมั่นในหลักการสากล กฎหมายระหว่างประเทศ โดยเฉพาะกฎหมายมนุษยธรรมระหว่างประเทศ

 

คณะได้ลงพื้นที่ดังนี้

- ร้านสะดวกซื้อในสถานีบริการน้ำมัน ที่ อ.กันทรลักษ์ จ.ศรีสะเกษ ที่ถูกโจมตีเมื่อวันที่ 24 กรกฎาคม 2568 โดยจรวด BM-21 ของกองกำลังกัมพูชา ส่งผลให้พลเรือนเสียชีวิต 8 ราย และบาดเจ็บอีก 15 ราย ในจำนวนผู้เสียชีวิตมีแม่และลูกวัย 8 ขวบ ซึ่งกลายเป็นความสูญเสียจากการโจมตีโครงสร้างพื้นฐานของพลเรือน คณะยังได้รับข้อมูลเกี่ยวกับอันตรายที่ยังคงมีอยู่จากวัตถุระเบิดที่ยังไม่ระเบิดในพื้นที่ ซึ่งยังคงเป็นภัยต่อความปลอดภัยทั้งทางร่างกายและจิตใจของประชาชนในท้องถิ่น

 

- คณะได้เข้าสังเกตการณ์พื้นที่และพูดคุยกับเจ้าหน้าที่และประชาชนที่โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) บ้านซำเม็ง อำเภอกันทรลักษ์ จังหวัดศรีสะเกษ ซึ่งได้รับผลกระทบอย่างรุนแรงจากการโจมตีของฝ่ายกัมพูชาด้วยจรวด BM-21 เมื่อวันที่ 26 กรกฎาคม 2568 ถือเป็นการโจมตีที่ไม่เลือกเป้าหมายต่อพลเรือน โครงสร้างของพลเรือน และสิ่งอำนวยความสะดวกสาธารณะ โดยเฉพาะสถานพยาบาล ซึ่งละเมิดอนุสัญญาเจนีวา ค.ศ. 1949 อย่างชัดเจนและร้ายแรง ตามที่ระบุไว้ในข้อ 19 ของอนุสัญญาเจนีวา ฉบับที่ 1 (การคุ้มครองหน่วยและสถานที่ทางการแพทย์) และข้อ 18 ของอนุสัญญาเจนีวา ฉบับที่ 4 (การคุ้มครองโรงพยาบาลของพลเรือน)
