Summary of Press Briefing
on the latest developments regarding the Thai - Cambodian border situation

• On the morning of 10 November 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, together with General Nattaphon Narkphanit, Minister of Defence, jointly gave remarks to the media at the Government House.
• Following the abovementioned remarks, today’s press briefing will be separated in three parts: (1) the facts surrounding the landmine incident on 10 November 2025 as confirmed by Thailand’s security agencies on the ground; (2) the outcomes of the National Security Council meeting; and (3) the actions taken by the Ministry of Foreign Affairs.

1. Landmine Incident Involving Thai Soldiers on 10 November 2025

• In the evening of 10 November 2025, the Royal Thai Army confirmed that the landmines that Thai soldiers stepped on in the Huai Ta Maria area, Kantharalak District, Si Sa Ket province, on 10 November 2025, were newly planted by the Cambodian side. This incident injured a total of four Thai personnel with one sustaining a permanent disability.
• The Ministry of Foreign Affairs would like to once again express its deepest condolences to those injured in this tragic incident.
• On-site investigation was immediately conducted, where Thai officials discovered fragments of a PMN-2 landmine in the crater and surrounding area, as well as three additional PMN-2 landmines around the crater. The 2nd Army Area also confirmed that the area had previously been encroached upon and occupied by Cambodian troops. The evidence proves, unfortunately, that new landmines had been covertly planted within Thai territory by the Cambodian side.

2. Outcomes of the Meeting of the National Security Council

• Thailand has placed a lot of importance on the Joint Declaration between the Prime Minister of Thailand and the Prime Minister of Cambodia on the outcomes of their meeting in Kuala Lumpur, Malaysia, which both sides signed, with the view that it serves as a pathway to sustainable peace for the people on both sides of the border. However, even more critical is the genuine and sincere commitment of both parties in implementing the said Joint Declaration.
• On the morning of 11 November 2025, the Prime Minister chaired the National Security Council meeting, which concluded that all along, Thailand has been committing itself and exerting all efforts to fully implement the Joint Declaration. The meeting also noted that significant progress had been made in various areas.
• It is deeply regrettable that the Cambodian side has violated the Joint Declaration by planting landmines within Thai territory, constituting a breach of Thailand’s sovereignty and territorial integrity, causing injuries to Thai soldiers and also violating Cambodia’s obligations under the Ottawa Convention, to which it is a State Party. For Thailand, this reflects Cambodia’s utter lack of sincerity.
• For these reasons, Thailand has no choice but to pause implementation of the salient elements of the Joint Declaration, including the release of 18 Cambodian detainees, until and when the Cambodian side demonstrates accountability and sincere commitment to implementing the provisions of the Joint Declaration.
• The Thai side calls on the Cambodian side to (1) express their deepest regrets to the families of the injured, (2) conduct a thorough investigation into the matter, and (3) implement effective measures to prevent any recurrence in the future. And all of this must be done with the engagement of the ASEAN Observer Team (AOT).
• At this stage, Thailand will closely monitor Cambodia’s positions and responses going forward, for clear signs of accountability and responsibility.
• Nevertheless, other activities within Thailand’s territory that can be carried out unilaterally will continue, such as landmine clearance operations to safeguard innocent civilian and the suppression of online scams.

3. Actions taken by the Ministry of Foreign Affairs

• The Foreign Minister contacted H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia, directly, to lodge an initial protest. He contacted him twice – first on 10 November 2025 when he was on his duty in Hong Kong, and the second contact was made this morning.
• The Ministry is also issuing a formal protest letter to the Cambodian side through the Cambodian Embassy in Bangkok today.
• Thailand will also file a report to the Secretary-General of the United Nations and to Japan, in its capacity as the current President of the Meeting of the States Parties to the Ottawa Convention, regarding this landmine incident, which constitutes a violation of a State Party’s obligations under the Convention.
• Thailand will proceed to ensure that the international community is aware of the incident and the facts surrounding the incident, as well as our subsequent actions and position on this matter. The witnesses to the signing of the Joint Declaration, namely, the United States and Malaysia, will also be informed.
• On 12 November 2025, the Ministry of Foreign Affairs will hold a briefing for the diplomatic corps in Thailand to set out and elaborate on Thailand’s position and actions regarding the incident. The Ministry will also send complete information to all the Royal Thai Embassies abroad for them to make good use of in sharing with Thailand’s friends abroad.
• The security agencies will continue to provide full briefings to the ASEAN Observer Team (AOT).
• Currently, the Prime Minister and the Foreign Minister are in Ubon Ratchathani and Si Sa Ket provinces to visit the injured Thai soldiers and to receive firsthand briefings on the situation in the area.

• Thailand reaffirms its commitment to safeguarding its sovereignty and territorial integrity and will exert its utmost efforts to ensure that all bilateral agreements between Thailand and Cambodia, including the Joint Declaration, are fully respected and strictly implemented.
• Thailand calls on Cambodia to demonstrate sincerity by taking responsibility in good faith, investigating the incident, and committing to taking measures to prevent such occurrences from happening again.
