on the latest developments in the Thailand - Cambodia border situation

1. The clash in Ban Nong Ya Kaew area, Khok Sung district, Sa Kaeo province

• On 12 November 2025, following the armed clash along the border area in Ban Nong Ya Kaew, Khok Sung district, Sa Kaeo province, the Ministry of Foreign Affairs issued a press release to clarify and reaffirm information as received from the Royal Thai Army that Cambodian soldiers initiated gunfire into Thai territory. Thai troops, therefore, were forced to take cover and subsequently fired warning shots to protect Thailand’s sovereignty in an act of self-defense. This action was carried out in full compliance with the Rules of Engagement and international law. At the same time, Thai nationals residing in the area, vulnerable groups in particular, had to take immediate refuge in shelters.

2. Actions taken by the Ministry of Foreign Affairs

• Thailand has sent a formal letter of protest to Cambodia in addition to the previously submitted letter on the planting of new anti-personnel landmines. The Ministry will also circulate a diplomatic note clarifying facts and Thailand’s position on the incidents, among the diplomatic corps accredited to Thailand.
• Thailand has already submitted a protest letter to Japan, in its capacity as President of the Meeting of the States Parties to the Ottawa Convention, and requested that the letter be circulated among States Parties to the Convention. The Thai side will also send a letter on this matter to the United Nations Secretary-General in due course.
• With respect to the U.S. and Malaysia, as witnesses to the signing of the Joint Declaration, the Prime Minister has already sent them formal letters in this regard.
• On 14 November 2025 (tomorrow), the Thai side will facilitate a visit by the ASEAN Observer Team (AOT) to conduct an on-site investigation at the two concerned areas, namely Huai Thamariya, Si Sa Ket Province, and Ban Nong Ya Kaew, Sa Kaeo Province.
• In the afternoon of 13 November 2025 (today), the Ministry issued a press release titled “Cambodia’s repeated violations of the Joint Declaration between Thailand and Cambodia,” which emphasizes Cambodia’s lack of sincerity in pursuing peace, shown through its attempt to stage incidents and fabricate false information.

3. Thailand’s position on Actions previously taken by Cambodia

• Thailand has always been committed to the Joint Declaration. There has been progress made in several areas, particularly the 4 key areas that are a priority for Thailand: (1) the withdrawal of heavy weaponry, (2) humanitarian demining, (3) suppression of online scams, and (4) border area management. Therefore, there is absolutely no reason for Thailand to put the Joint Declaration at risk.
• It is the Cambodian side that has repeatedly violated the Joint Declaration by staging incidents and fabricating false information to portray itself as a victim. Such actions reflect both Cambodia’s lack of sincerity in pursuing peace and its intention to manipulate the situation for its own political gain.
• Based on the evidence and Cambodia’s allegations, Thailand views that Cambodia orchestrated these incidents with premeditation. It is worth noting that the armed clash at Ban Nong Ya Kaew took place just 2 days after the mines incident, which violated both the Joint Declaration and the Ottawa Convention.
• Cambodia’s actions demonstrate a lack of responsibility and are deeply regrettable. Instead of embarking on the path of peace, Cambodia has taken measures to increase tension, undermine border security and bilateral relations, as well as risk undermining ASEAN and regional stability.
• Cambodia has once again engaged in an information warfare to regain its legitimacy by creating and disseminating distorted information.
• Thailand’s actions have always been transparent and verifiable. We are open to observation by the ASEAN Observer Team (AOT), free media, and an open society. Thailand firmly believes that truth will ultimately prevail.

• The Ministry would like to reassure the public that all Government agencies are fully working in unison to safeguard the country’s sovereignty and territorial integrity as well as the safety and security of the Thai people. This has always been the Royal Thai Government’s top priority.
• Thailand reiterates its call upon Cambodia to take accountability for the incidents, cease all forms of provocation, and demonstrate its sincerity and goodwill in resolving differences for a chance to return to peace.

1. การปะทะบริเวณชายแดนบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว

• เมื่อวันที่ 12 พฤศจิกายน 2568 ภายหลังจากเหตุการณ์การปะทะบริเวณชายแดนบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว กระทรวงการต่างประเทศได้ออกข่าวสารนิเทศเพื่อชี้แจงและยืนยันข้อมูลตามที่ได้รับแจ้งจากกองทัพบกว่า ทหารกัมพูชาเป็นฝ่ายเริ่มใช้อาวุธยิงเข้ามายังฝั่งไทยก่อน ส่งผลให้ฝ่ายไทยต้องหลบเข้ากำบังและยิงแจ้งเตือน เพื่อปกป้องอธิปไตยและป้องกันตนเอง ซึ่งเป็นไปตามกฎการใช้กำลังและหลักกฎหมายระหว่างประเทศ ในขณะที่ประชาชนไทยที่อาศัยในพื้นที่ดังกล่าว โดยเฉพาะกลุ่มเปราะบาง ต้องอพยพเข้าหลุมหลบภัย

2. การดำเนินการของกระทรวงการต่างประเทศ

• ไทยได้มีหนังสือประท้วงกัมพูชาอย่างเป็นทางการ นอกเหนือจากหนังสือประท้วงกรณีการลอบเข้ามาวางทุ่นระเบิดสังหารบุคคลก่อนหน้านี้แล้ว และจะเวียนหนังสือชี้แจงข้อเท็จจริงและท่าทีไทยไปยังคณะทูตต่างประเทศประจำประเทศไทยด้วย
• ไทยได้มีหนังสือประท้วงต่อกัมพูชาไปยังญี่ปุ่นในฐานะประธานการประชุมรัฐภาคีอนุสัญญาฯ แล้ว และได้ขอให้เวียนหนังสือดังกล่าวให้รัฐภาคีอนุสัญญาฯ ทราบ พร้อมทั้งจะมีหนังสือถึงเลขาธิการสหประชาชาติในเรื่องนี้ด้วย
• นายกรัฐมนตรีได้มีหนังสือถึงนายกรัฐมนตรีมาเลเซียและประธานาธิบดีสหรัฐฯ ในเรื่องนี้ด้วยแล้ว
• ในวันที่ 14 พฤศจิกายน 2568 (พรุ่งนี้) ฝ่ายไทยจะจัดให้คณะผู้สังเกตการณ์อาเซียน (ASEAN Observer Team: AOT) ลงพื้นที่ตรวจสอบข้อเท็จจริงในพื้นที่เกิดเหตุทั้งสองพื้นที่ ได้แก่ ห้วยตามาเรีย จังหวัดศรีสะเกษ และบ้านหนองหญ้าแก้ว จังหวัดสระแก้ว
• เมื่อช่วงบ่ายของวันที่ 13 พฤศจิกายน 2568 (วันนี้) กระทรวงการต่างประเทศได้ออกข่าวสารนิเทศเรื่องกัมพูชาละเมิดซ้ำต่อการปฏิบัติตามถ้อยแถลง (Joint Declaration) ผลการหารือระหว่างไทยกับกัมพูชา ซึ่งย้ำการละเมิด Joint Declaration ของฝ่ายกัมพูชาซ้ำอย่างต่อเนื่อง ทั้งยังพยายามสร้างสถานการณ์และข้อมูลเท็จ โดยการกระทำเช่นนี้สะท้อนถึงความไม่จริงใจของฝ่ายกัมพูชาที่จะบรรลุสันติภาพร่วมกัน

3. ท่าทีไทยต่อการดำเนินการของฝ่ายกัมพูชาในห้วงที่ผ่านมา

• ประเทศไทยมุ่งมั่นปฏิบัติตาม Joint Declaration มาโดยตลอด และมีความคืบหน้าในการดำเนินการในด้านต่าง ๆ โดยเฉพาะใน 4 เรื่องที่ไทยผลักดัน ได้แก่ (1) การถอนอาวุธหนัก (2) การเก็บกู้ทุ่นระเบิด (3) การปราบปรามออนไลน์สแกม และ (4) การบริหารจัดการพื้นที่ชายแดน จึงไม่มีเหตุผลที่ไทยจะเป็นฝ่ายละเมิด Joint Declaration ดังกล่าว
• ฝ่ายกัมพูชาเป็นฝ่ายที่ละเมิด Joint Declaration โดยพยายามสร้างสถานการณ์และข้อมูลเท็จเพื่อแสดงให้เห็นว่า ตนเองเป็นเหยื่อ และการกระทำดังกล่าวไม่ใช่ครั้งแรก ซึ่งสะท้อนถึงความไม่จริงใจของฝ่ายกัมพูชาที่จะบรรลุสันติภาพหรือมีวาระแอบแฝงเพื่อผลประโยชน์ทางการเมืองของตน
• เมื่อพิจารณาจากหลักฐานและคำกล่าวอ้างต่าง ๆ ของฝ่ายกัมพูชา ฝ่ายไทยเห็นว่า ฝ่ายกัมพูชาจัดฉากสถานการณ์โดยมีการไตร่ตรองไว้ก่อน และเมื่อคำนึงว่า เหตุการณ์ยั่วยุให้เกิดการปะทะกันบริเวณบ้านหนองหญ้าแก้วเกิดขึ้นเพียง 2 วันหลังจากการลอบเข้ามาวางทุ่นระเบิดในเขตแดนไทย ซึ่งถือเป็นการละเมิด Joint Declaration และอนุสัญญาออตตาวา
• การกระทำเช่นนี้ขาดความรับผิดชอบและน่าผิดหวังอย่างยิ่ง แทนที่จะเลือกเดินบนเส้นทางแห่งสันติภาพ กัมพูชากลับดำเนินการที่เพิ่มความตึงเครียด บ่อนทำลายความมั่นคงตามแนวชายแดนและความสัมพันธ์ทวิภาคี รวมถึงเสี่ยงส่งผลกระทบต่อเสถียรภาพของอาเซียนและภูมิภาคโดยรวม
• กัมพูชาได้กลับมาใช้สงครามข้อมูลข่าวสารอีกครั้งในการเรียกความชอบธรรมให้ตนเอง โดยการสร้างข่าวเท็จและเผยแพร่ข้อมูลบิดเบือนสร้างภาพความเป็นเหยื่อ
• ขอยืนยันว่า ประเทศไทยดำเนินการต่าง ๆ ด้วยความโปร่งใส ตรวจสอบได้ ทั้งจากคณะผู้สังเกตการณ์อาเซียน สื่อมวลชนที่เสรี และสังคมที่เปิดกว้าง และเชื่อเป็นอย่างยิ่งว่า ความจริงจะชนะทุกอย่าง

• ขอให้มั่นใจว่า รัฐบาลและหน่วยงานที่เกี่ยวข้องทุกฝ่ายจะดำเนินการอย่างเต็มที่เพื่อรักษาอธิปไตย บูรณภาพแห่งดินแดน และความมั่นคงปลอดภัยของพี่น้องประชาชนไทย ซึ่งเป็นสิ่งที่รัฐบาลให้ความสำคัญสูงสุดมาโดยตลอด
• ประเทศไทยขอย้ำข้อเรียกร้องให้ฝ่ายกัมพูชาแสดงความรับผิดชอบต่อเหตุการณ์ที่เกิดขึ้น ยุติการยั่วยุในทุกรูปแบบ และแสดงความจริงใจในการแก้ไขปัญหาร่วมกัน เพื่อเปิดโอกาสให้สันติภาพกลับมาอีกครั้ง
