Summary of Press Briefing 
on the latest developments in the Thailand - Cambodia border situation

The Ministry of Foreign Affairs would like to share latest developments in the Thailand - Cambodia border situation under 3 main topics:

1. Briefing for Defence Attachés Accredited to Thailand

• On 14 November 2025, the Royal Thai Armed Forces Headquarters organised a briefing for the Defence Attachés to provide information on the latest developments and facts. The briefing covered comprehensively all of the landmine incidents where the Cambodian side planted new landmines in Thai territory, and which have resulted in Thai personnel being wounded. Key evidence was presented to show Cambodia’s violations of the Ottawa Convention as well as clarifications on the incident at Ban Nong Ya Kaew, along with a specific timeline of the event and the disinformation campaign launched by the Cambodian side.
  
  
• The Cambodian forces fired into Thai territory first. Thai soldiers were forced to take cover and return warning shots in self-defence, in accordance with the Rules of Engagement and international law. Discussions cast serious doubt about allegations made by the Cambodian side that Thailand’s return fire resulted in civilian injuries.
  
  
• The Deputy MFA Spokesperson provided details on Thailand’s actions under the Ottawa Convention framework and the latest misreporting by international media outlets.

2. Field Visits to Si Sa Ket and Sa Kaeo Provinces of the ASEAN Observer Team (AOT)

• On 14 November 2025, the Royal Thai Armed Forces facilitated a field visit of the ASEAN Observer Team (AOT) to verify the facts on the ground at Huai Thamariya, Si Sa Ket Province, and Ban Nong Ya Kaew, Sa Kaeo Province.
  
  
• The AOT received on-site briefings directly from officials at the frontline; observed the exact location where Thai soldiers stepped on anti-personnel landmines while conducting patrols; examined remnants of exploded devices, including three newly planted landmines found in proximity to the blast site; inspected the Thai bunker that came under fire from Cambodian forces; met with forensic experts and spoke with residents affected by the incident.

3. Actions taken by the Ministry of Foreign Affairs

• The Ministry coordinates with security agencies and continues efforts to ensure that foreign counterparts are well-informed of the facts and Thailand’s position.
  
  
• There is no reason for Thailand not to respect and comply with the Joint Declaration. Issues contained therein are those that Thailand has been advancing. However, Cambodia has clearly violated the Joint Declaration by covertly laying new landmines and opening fire into Thai territory.
  
  
• Thailand continues to move forward on the issues of our priority, namely clearance of landmines within Thai sovereign territory and suppression of online scams, impacting people both within and outside the region. Thailand has declared issue a national agenda, and hopes to see commitment to eradicating these transnational criminal networks, including from Cambodia.
  
  
• The Ministry has sent two formal protest letters to Cambodia and circulated diplomatic notes to the diplomatic corps accredited to Thailand. Thailand has submitted a protest letter to Japan, in its capacity as President of the Meeting of the States Parties to the Ottawa Convention, and circulated it among State Parties to the Convention. A letter was sent to the UNSG, while PM sent formal letters to the PM of Malaysia and the U.S. President, who witnessed the signing of the Joint Declaration.
  
  
• On 13 November 2025, the Ministry issued a press release on Cambodia’s repeated violations of the Joint Declaration between Thailand and Cambodia.

4. The dissemination of false and distorted information

• Three specific cases include:

(1) Allegations that Thailand planted and triggered landmines itself: Upon investigation, the landmines found were the PMN-2 type, which Thailand has disposed of (retained for training) since 2019;

(2) False claims that Thailand initiated fire towards Cambodia in the Ban Nong Ya Kaew border area: Cambodia fired first, while trajectory of rounds shed further doubt on inconsistent Cambodian casualty statistics;

(3) Misrepresentation of a Cambodian civilian whose death resulted from pre-existing medical conditions in a hospital in Bangkok.

• A most recent case involves other foreign news agencies reporting inaccurate information about the recent landmine incident. The Ministry promptly contacted the foreign news outlets for immediate correction, which they have done and expressed their deep regret. The Ministry will take further appropriate measures and has also raised this issue with its foreign counterpart.
  
  
• Journalistic rigor is critical, so as not to inadvertently support a false narrative without verifiable information.
  
  
• Please exercise caution with the information received before sharing it.
  
  
• All Thai agencies concerned continue to work closely to advance the national interest, safeguard Thailand’s sovereignty and territorial integrity, and ensure the safety and security of the Thai people.

กระทรวงการต่างประเทศขอเรียนพัฒนาการล่าสุดของสถานการณ์ชายแดนไทย - กัมพูชา 4 หัวข้อ ดังนี้

1. การบรรยายสรุปแก่คณะผู้ช่วยทูตฝ่ายทหารต่างประเทศประจำประเทศไทย

• เมื่อวันที่ 14 พฤศจิกายน 2568 กองบัญชาการกองทัพไทยจัดการบรรยายสรุปให้แก่คณะผู้ช่วยทูตฝ่ายทหารต่างประเทศประจำประเทศไทยเพื่อชี้แจงพัฒนาการล่าสุดและข้อเท็จจริงของสถานการณ์ชายแดนไทย - กัมพูชา สรุปเหตุการณ์ที่ทำให้ทหารไทยได้รับบาดเจ็บจากทุ่นระเบิดใหม่ที่ฝ่ายกัมพูชาเข้ามาลอบวางในเขตแดนไทย ซึ่งมีหลักฐานสำคัญแสดงให้เห็นว่า กัมพูชาละเมิดพันธกรณีตามอนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (อนุสัญญาออตตาวา) ที่กัมพูชาเป็นรัฐภาคี รวมถึงชี้แจงเหตุการณ์การปะทะกันบริเวณชายแดนบ้านหนองหญ้าแก้ว จังหวัดสระแก้ว พร้อมช่วงเวลาของการเกิดเหตุและการออกข่าวบิดเบือนโดยฝ่ายกัมพูชา
  
  
• ทหารกัมพูชาเป็นฝ่ายเริ่มใช้อาวุธยิงเข้ามายังฝั่งไทยก่อน ส่งผลให้ฝ่ายไทยต้องหลบเข้าที่กำบังและยิงแจ้งเตือน เพื่อปกป้องอธิปไตยและป้องกันตนเอง ซึ่งเป็นไปตามกฎการใช้กำลังและหลักกฎหมายระหว่างประเทศ รวมถึงตั้งคำถามต่อฝ่ายกัมพูชาที่กล่าวหาว่าการตอบโต้ของฝ่ายไทยส่งผลให้มีพลเรือนกัมพูชาบาดเจ็บ
  
  
• รองโฆษกกระทรวงการต่างประเทศให้ข้อมูลในที่ประชุมถึงการดำเนินการของไทยในกรอบอนุสัญญาออตตาวา รวมถึงกรณีการรายงานข่าวผิดพลาดของสำนักข่าวต่างประเทศรายหนึ่งในวันนี้

2. การลงพื้นที่จังหวัดศรีสะเกษและจังหวัดสระแก้วของคณะผู้สังเกตการณ์อาเซียน

• เมื่อช่วงเช้าของวันที่ 14 พฤศจิกายน 2568 กองบัญชาการกองทัพไทยได้จัดให้คณะผู้สังเกตการณ์อาเซียน (ASEAN Observer Team: AOT) ลงพื้นที่ตรวจสอบข้อเท็จจริงในพื้นที่เกิดเหตุ ทั้งห้วยตามาเรีย จังหวัดศรีสะเกษ และบ้านหนองหญ้าแก้ว จังหวัดสระแก้ว
  
  
• คณะ AOT รับฟังการบรรยายสรุปจากเจ้าหน้าที่ผู้ปฏิบัติงานในพื้นที่ สังเกตการณ์ ณ จุดที่ทหารไทยประสบเหตุเหยียบทุ่นระเบิดขณะลาดตระเวน ตรวจดูชิ้นส่วนของทุ่นระเบิดที่ระเบิดแล้วและทุ่นระเบิดใหม่จำนวน 3 ทุ่นที่ถูกวางใหม่ในบริเวณเดียวกัน ตรวจสอบบังเกอร์ของไทยที่ถูกฝ่ายกัมพูชาใช้อาวุธยิงเข้ามาในพื้นที่บ้านหนองหญ้าแก้ว รวมถึงพบหารือกับทีมพิสูจน์หลักฐานและประชาชนที่ได้รับผลกระทบจากเหตุการณ์ดังกล่าว

3. การดำเนินการของกระทรวงการต่างประเทศ

• ในช่วงที่ผ่านมา กระทรวงฯ ร่วมกับหน่วยงานความมั่นคงเดินหน้าชี้แจงประชาคมระหว่างประเทศเกี่ยวกับข้อเท็จจริงและจุดยืนของไทยอย่างต่อเนื่อง
  
  
• ฝ่ายไทยไม่มีเหตุผลอันใดที่จะไม่เคารพและปฏิบัติตาม Joint Declaration เนื่องจากประเด็นในเอกสารฉบับนี้เป็นสิ่งที่ฝ่ายไทยผลักดันอย่างแข็งขันมาโดยตลอด แต่กัมพูชาละเมิดอย่างชัดเจนด้วยการลอบวางทุ่นระเบิดใหม่และสร้างสถานการณ์ยั่วยุโดยใช้อาวุธยิงเข้ามาฝั่งไทยก่อน
  
  
• ฝ่ายไทยเดินหน้าในเรื่องที่ให้ความสำคัญ คือ การเก็บกู้ทุ่นระเบิดในพื้นที่อธิปไตยของไทย และการปราบปรามออนไลน์สแกม ซึ่งส่งผลกระทบต่อประชาชนทั้งในและนอกภูมิภาค โดยประกาศให้เป็นวาระแห่งชาติและติดตามความเอาจริงเอาจังของฝ่ายกัมพูชาในการปราบปรามขบวนการอาชญากรรมข้ามชาติอย่างใกล้ชิด
  
  
• นอกจากนี้ กระทรวงฯ มีหนังสือประท้วงอย่างเป็นทางการไปยังกัมพูชา 2 ฉบับ และเวียนหนังสือชี้แจงไปยังคณะทูตต่างประเทศประจำประเทศไทย อีกทั้งมีหนังสือประท้วงต่อกัมพูชาไปยังญี่ปุ่น ในฐานะประธานการประชุมรัฐภาคีอนุสัญญาออตตาวา และเวียนหนังสือดังกล่าวให้รัฐภาคีอนุสัญญาฯ ทราบ รวมถึงส่งหนังสือประท้วงไปยังเลขาธิการสหประชาชาติ ขณะที่นายกรัฐมนตรีมีหนังสือถึงนายกรัฐมนตรีมาเลเซียและประธานาธิบดีสหรัฐฯ ในฐานะสักขีพยานการลงนาม Joint Declaration
  
  
• เมื่อวันที่ 13 พฤศจิกายน 2568 กระทรวงฯ เผยแพร่ข่าวสารนิเทศเรื่องกัมพูชาละเมิดซ้ำต่อการปฏิบัติตาม Joint Declaration ซึ่งย้ำความพยายามจัดฉาก สร้างสถานการณ์ และเผยแพร่ข้อมูลเท็จซ้ำของฝ่ายกัมพูชา ซึ่งสะท้อนถึงความไม่จริงใจของฝ่ายกัมพูชาที่จะบรรลุสันติภาพร่วมกัน

4. การเผยแพร่ข้อมูลเท็จและข้อมูลบิดเบือน

• ฝ่ายไทยพบการปล่อยข่าวปลอมหรือการบิดเบือนข้อมูลโดยไม่มีหลักฐานรองรับของฝ่ายกัมพูชา 3 กรณี ได้แก่

      (1) การกล่าวหาว่า ฝ่ายไทยเป็นฝ่ายวางทุ่นระเบิดเองและเหยียบเอง ซึ่งจากการตรวจสอบ พบว่า เป็นระเบิดชนิด PMN-2 ที่ฝ่ายไทยไม่มีในครอบครอง ซึ่งไม่มีทั้งหลักฐานและความเป็นไปได้ทางเหตุผล

      (2) การกล่าวอ้างว่า ฝ่ายไทยเปิดฉากยิงไปยังกัมพูชาก่อนบริเวณชายแดนบ้านหนองหญ้าแก้ว ซึ่งในความเป็นจริง เป็นฝ่ายกัมพูชาที่เริ่มก่อน โดยมีหลักฐานรอยกระสุนที่บังเกอร์ของไทยและวิถีกระสุน รวมถึงความไม่สอดคล้องของรายงานทางสถิติเกี่ยวกับประชาชนกัมพูชาที่ได้รับบาดเจ็บจากหน่วยงานต่าง ๆ ของกัมพูชา

      (3) การนำภาพร่างชาวกัมพูชาที่เสียชีวิตด้วยโรคประจำตัวที่โรงพยาบาลในกรุงเทพฯ ไปบิดเบือนว่า เป็นร่างของทหารกัมพูชาที่ถูกฝ่ายไทยควบคุมตัวไว้ ซึ่งในความเป็นจริง ฝ่ายไทยได้ให้ความช่วยเหลือส่งร่างผู้เสียชีวิตกลับกัมพูชาตามคำขอของญาติตามหลักมนุษยธรรม

• การเผยแพร่ข้อมูลเท็จเหล่านี้สะท้อนถึงความไม่จริงใจของฝ่ายกัมพูชาและการขาดจรรยาบรรณของสื่ออย่างชัดเจน
  
  
• กรณีที่มีสำนักข่าวมาเลเซียเผยแพร่ข่าวที่มีข้อมูลผิดพลาดเกี่ยวกับทุ่นระเบิดที่ทำให้ทหารไทยต้องพิการ กระทรวงฯ ประสานงานกับหน่วยงานความมั่นคงของไทยอย่างใกล้ชิดและติดต่อสำนักข่าวต่างประเทศเพื่อแก้ไขในทันที และจะดำเนินการตามความเหมาะสมต่อไป รวมถึงได้หยิบยกกับกระทรวงการต่างประเทศมาเลเซีย ซึ่งได้รับคำสัญญาว่าจะให้ความร่วมมือด้วยดี
  
  
• ความถูกต้องของข้อมูลข่าวสารมีความสำคัญอย่างยิ่ง ดังนั้น เพื่อไม่ให้เนื้อหาสนับสนุนเรื่องเล่าที่ไม่เป็นความจริงและปราศจากการตรวจสอบจากฝ่ายใดฝ่ายหนึ่ง
  
  
• ขอความร่วมมือประชาชนบริโภคข้อมูลข่าวสารด้วยความระมัดระวังและมีวิจารณญาณ ก่อนที่จะส่งข่าวต่อ
  
  
• หน่วยงานไทยทำงานร่วมกันอย่างใกล้ชิดเพื่อผลักดันผลประโยชน์ของชาติ ปกป้องอธิปไตยและบูรณภาพแห่งดินแดนของไทย คุ้มครองความปลอดภัยของพี่น้องประชาชนชาวไทย และเสริมสร้างความเชื่อมั่นของไทยในประชาคมโลก
